How Hard Is Surprise Water? It Depends on Your Provider

Surprise water hardness depends on the provider. The city's Mountain Vista system averaged 3.9 gpg and Desert Oasis 6.2 gpg in 2025 (City of Surprise), both moderately hard. EPCOR's Agua Fria district reported 2 to 17 gpg (EPCOR). Check your water bill for the provider's name, then read its report.

City of Surprise systems

All city water is groundwater from the West Salt River Valley sub-basin, pumped by 19 city wells to six supply facilities; four remove arsenic and all six disinfect. The city pumped 10,913.18 acre-feet in 2025 (City of Surprise).

• Mountain Vista: 67 mg/L (3.9 gpg) average, 2.69 to 4.85 gpg. Roughly Bell Road south to Peoria Avenue and Reems Road east to Dysart Road, including Mountain Vista Ranch, Marley Park, Ashton Ranch, Sierra Verde, Rancho Gabriela and Veramonte.
• Desert Oasis: 106 mg/L (6.2 gpg) average, 2.6 to 11.11 gpg. Northwest Surprise along US-60 and the 163rd Avenue corridor north of Pinnacle Peak Road, including Asante, Desert Oasis, Tierra Verde and Rancho Mercado.
• Surprise Foothills: 91 mg/L (5.3 gpg) average.
• Circle City: 140 mg/L in its 2025 sample.

EPCOR's Agua Fria district

EPCOR's Agua Fria district serves nearly 58,900 connections across parts of several West Valley cities and unincorporated communities. Its 2025 report lists hardness of 2 to 17 gpg and dissolved solids of 182 to 692 ppm. The supply mixes Colorado River water, Agua Fria River water stored at Lake Pleasant and groundwater, so hardness and taste can change by season, and EPCOR says it doesn't treat for hardness (EPCOR 2025). How to tell which you have

Your water bill names the utility. The City of Surprise's drinking water quality reports page lists the four city systems and links to EPCOR, El Mirage and Arizona Corporation Commission reports for everyone else. Look up your system's latest report and find the hardness line. On the U.S. Geological Survey's scale, 61 to 120 mg/L is moderately hard, 121 to 180 hard, and anything above 180 very hard.
